[roll] Roll fuchsia [ffx][inspect] Make the `--manifest` flag fail

I noticed we were spamming our tests with the usage of this flag. I
think we can start making it fail instead of warning.

Repeated logs like the following will be gone when running the iquery tests:
```
WARNING: option `--manifest` is deprecated, please use `--component` instead
WARNING: option `--manifest` is deprecated, please use `--component` instead
WARNING: option `--manifest` is deprecated, please use `--component` instead
