[roll] Roll fuchsia [subprocess] Log both cmdline and comm for processes found in /proc.

Refactor the logging of /proc/<pid>/cmdline into a helper function and
also use it to log /proc/<pid>/comm.

The samples we got showed empty cmdlines for some of the processes,
since zombie processes can have empty cmdlines, logging comms / binary
names can be meaningful for further debugging.
