[roll] Roll infra/recipes [rollers] Extend checkout timeouts

Now that we have manifests in fuchsia.git we have rollers that update
those manifests, and they currently use a checkout manifest that
includes an entire open source checkout, which is causing checkout
timeouts because the rollers run on small underpowered machines.

We should trim down the size of the checkouts used by these rollers to
only include fuchsia.git (and ideally a shallow clone) but for now it's
easiest to just tolerate the slowness.
