[roll] Roll fuchsia [fidlc] Remove comments about old/new syntax in tests

This CL removes comments referring to fxbug.dev/72924 and the old/new
syntax in fidlc tests. The "new" syntax has been around for almost a
year and these comments are no longer that useful.

The comments fall in two categories:

1. Explaining that a test failed differently in the old/new syntax. This
isn't necessary to understand the test.

2. Noting that the old syntax had a more specific error message. In my
opinion the new ones are on par with the rest of fidlc's error
messages and don't need special call-outs. A project to improve FIDL
error messages would likely take a comprehensive approach rather than
   fixing TODOs/NOTEs piecemeal.
