[roll] Roll fuchsia [network/tests] Fix flake

...in add_remove_address_on_loopback.

See comments inline.

On Netstack2, the DAD resolution event (which the interface watcher
depends on to update its view of interface properties) is handled
asynchronously w.r.t. the add address operation so the new IPv6 address
may not be observed in the initial "Existing" event; it may be observed
in a "Changed" event.

This is not an issue on Netstack3 as we will observe the address in an
"Existing" event right away as we do not perform DAD and Netstack3 is
queried for all interface states on watcher creation (no events happen
asynchronously).

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance via the IRC channel #fuchsia on Freenode.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
