[roll] Roll fuchsia [netstack3] Hold ethernet device ID in port slab

Hold `EthernetWeakDeviceId` instead of `WeakDeviceId` in the network
device's port slab. `WeakDeviceId` is a general device ID that may
reference any kind of device but network devices currently only back
ethernet devices.
