[roll] Roll fuchsia Add wlan-luci-triage skill to automate LUCI failure analysis

This introduces a new agent skill specifically designed to automate the triage of WLAN E2E test failures. It includes a SKILL.md defining the standard workflow (querying Buildbucket/ResultDB, isolating syslogs to test boundaries via lacewing tags, and identifying hardware flakes via swarming_bot_id tags), and provides a Python helper script to do the heavy lifting of pulling failure distributions.
