[roll] Roll fuchsia [fastboot] Improve performance of flashing `blob` volume

Rather than blocking the main thread until the current chunk has been
sync'd to disk, we spawn a background thread that syncs each chunk in
parallel. Before rebooting, we also issue a final sync call to make sure
all of the data has been written to disk.

Individual chunks now "complete" in less than 200ms, but previously
would take upwards of 800ms to finish. This saves 30+ seconds when
flashing very large images.
