[roll] Roll fuchsia [kernel][power] Header cleanup

These files use cpp23::to_underlying but weren't directly including
lib/stdcompat/utility.h, but relying on it being included as a
side-effect of some other include. I'm cleaning up stdcompat so these
files need to include the right header directly.
