[roll] Roll fuchsia [starnix] Use inline encryption when available

Starnix will now connect to inline encryption provider if it's available
(currently only available when using `test-fxfs`).

Set up test-fxfs to connect to insecure inline encryption server. The
inline encryption device protocol (connected to the VmoBackedServer) in
the test needs to provided to Starnix. Introduce a new method in
`StarnixVolumeProvider` that connects to the inline encryption server if
it exists.
