[roll] Roll fuchsia [mdns] fix target names in service instances

A bug in InstanceResponder was producing bad target names when
publishing local service instances for consumption by local
InstanceRequestors and ServiceInstanceResolvers. There was an
attempt to remove the trailing ".local." from the local host
name. That code used sizeof where it should have used .size().
It also shouldn't have been trying to remove the suffix.

In addition, some ServiceInstances were being generated with
full target names and others with simple target names. All
ServiceInstance target names are now simple host names.

Test: existing unit tests adjusted to test for regression
