[roll] Roll fuchsia [bazel][fidl] Migrate fuchsia.url and fuchsia.sysmem

This CL does the following:
- Create BUILD.bazel for fuchsia.url and fuchsia.sysmem FIDL libraries.
- Update BUILD.gn using bazel2gn tool to make it state-synced.
- Update url and sysmem to the allowlists:
	* sdk/fidl/BUILD.bazel:partner_idk_fidl_library_allowlist
- Update fuchsia.url and fuchsia.sysmem to //build:bazel2gn_verifications

Test: fx bazel build --config=fuchsia //sdk/fidl/fuchsia.url:fuchsia.url
Test: fx bazel build --config=fuchsia //sdk/fidl/fuchsia.sysmem:fuchsia.sysmem
Test: fx set core.x64 && fx build

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
