[roll] Roll fuchsia [escher] Move non-critical on_cpu_work_done tasks to an immediate task

This change is expected to reduce the latency of input and other tasks
by scheduling the non-critical on_cpu_work_done tasks in an immediate
task that executes once the cpu has no more "critical" tasks to
complete. This also allows us to call Escher::Cleanup sooner, so that we
can recycle Vulkan resources as soon as the GPU is finished with them,
rather than forcing an arbitrary 10ms wait.
