[roll] Roll fuchsia [docs] Adding back /docs/reference/syscalls/_toc.yaml

This adds back referencing /docs/reference/syscalls/_toc.yaml
since doc-checker fails either with the missing file, or if
doc-checker is altered to ignore /reference when processing _toc.yaml
files, then the existing markdown in /docs/reference/syscall is
orphaned, causing a different failure.

The next steps are to add the ignoring of /reference/_toc.yaml files
to doc-checker, then update the /docs/reference/_toc.yaml as part of the
CL to delete the docs/reference/syscalls markdown files.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance via the IRC channel #fuchsia on Freenode.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
