[roll] Roll fuchsia [host-target-testing] Introduce omaha_tool, a thin wrapper around mock-omaha-server.

This does not (yet) replace host-target-testing/omaha/omaha.go. It has
some tests which are similar to those within host-target-testing/omaha/omaha_test.go.

Another CL will follow which adds callsites from src/testing/host-target-testing/cli/installer.go and src/testing/host-target-testing/updater/updater.go.

This CL does not change the functionality of any tests which depend on
the host-target-testing library.
