[roll] Roll fuchsia [microfuchsia] Add "firmware" and dtbo support for gki_pkvm_boot_test()

This change introduces support for booting Fuchsia within the context of
`gki_pkvm_boot_test()` through pvmfw and applying devicetree overlays:
* if a /bin/firmware is present in
the initramfs, then we pass it to crosvm under
`--protected-vm-with-firmware`, or else we default to
`--protected-vm-without-firmware` (as was done up until now).
* if /data/dtbo is present, then we apply it as an overlay

Following the lead of crosvm and pKVM itself, we use the more general
term of "firmware" instead of "pvmfw" specifically (although we have no
real intention at this time of passing anything else).
