[roll] Roll fuchsia [starnix][power] Record number of active epolls on suspend failure

EPOLLWAKEUPs create implicit wakelocks and will prevent a device from
suspending. Show the total number epolls of active in inspect when
suspending fails.

Note, a later CL will add the current number of active wakelocks and
epolls at the current point in time.
