[roll] Roll fuchsia [kernel][fbl] External PageObject locking

Externalizes the locking of PageObject requiring that the caller
acquire its lock before calling locked methods. Logically the locking
was not previously internalized, since the locking correctness required
the caller to pass in its lock instead. By externally locking we remove
the need to pass Guards around re-adopting them, simplifying the code.
