[roll] Roll fuchsia [Lacewing] Support target-ip change during test

Introduced below public methods in FuchsiaDevice class of honeydew:

* device.resolve_device_ip() method has been introduced which test needs
to call when it expects the device ip address is changed. This methods
calls "ffx --target <target-name> target list -f a --no-probe --no-usb"
to get the ip address of the device

* device.register_for_on_device_ip_change() has been introdcued to
register to be notified when device ip address changes.

Testing:
* Verified locally by running lacewing self tests on emulator
* Verified in infra by running lacewing self tests on all lacewing
  builders
* Verified in infra by running OTA test which actually results in
  changing the ip address of the device during the test execution

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
