[roll] Roll fuchsia [starnix][docker] Use GN to build Docker containers Rather than manually assembling Fuchsia packages for Docker containers, we now use the Fuchsia build system to do that work. This CL replaces convert_tarball_to_starnix_container with a tool that simply generates the component manifest for the Docker container.
