[roll] Roll fuchsia [fxfs] Separate dirty bytes by reserved and unreserved.

Fixes leaking dirty bytes when dirty ranges get allocated. Verification
provided by adding debug asserts in followup cl, rather than specific
tests.

Bytes that are reserved as overwrite ranges do not need reservations
associated with them, but they still need to be tracked for memory
usage. These bytes are separated out now so that we do not lose track of
the dirty pages for overwrite regions.

Flush batches are now split into another category for zero pages that
will be overwrite. While zero pages do not consume memory and thus are
not tracked for the memory constraints in `VolumesDirectory` there are
still situations where overwrite zero pages need to be flushed like
normal.
