[roll] Roll fuchsia [starnix] Deliver SIGSEGV on invalid user state If a syscall (such as `rt_sigreturn`), signal handler, or `ptrace` sets a task's register state (such as the instruction pointer) to a value that Zircon rejects on restricted mode entry with `ZX_ERR_BAD_STATE`, Starnix previously killed the task with `SIGKILL`. Handle `ZX_ERR_BAD_STATE` from `restricted_enter_loop` by delivering a forced `SIGSEGV` (`SI_KERNEL`) and looping back through restricted exit processing to dispatch a signal handler or terminate the task.
