[roll] Roll fuchsia [a11y] Fixes tap recognizer timeouts.

This change fixes an issue where tap recognizers only enforced a timeout
between the last DOWN event of one tap and the first UP event of the
next (this is essentially the tap length + interval between successive taps). It's also necessary to enforce a timeout between the first DOWN
event and last UP event of a TAP. Otherwise, multifinger recognizers
will never reject unless all M fingers have been added to the screen
(so, e.g. they will hold the arena erroneously during a
one-finger-drag).

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance via the IRC channel #fuchsia on Freenode.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
