[roll] Roll fuchsia [ffx] Isolate direct config test from host env The direct_updates_runtime_config test was previously running without isolation, meaning it would load the user's real configuration from their home directory. If the user had `connectivity.direct` set in their global config, the test would fail because it expected it to be unset by default. This change fixes the issue by setting a temporary `isolate_dir` on the Ffx command line structure for the test cases, forcing them to run in a clean, isolated environment.
