[roll] Roll fuchsia [starnix] Migrate various Mutex usages to LockDepMutex with named locks

This replaces `Mutex<T>` with `LockDepMutex<T, L>` across numerous
subsystems.

Rather than using a generic `TerminalLock`, each LockDepMutex is
instantiated with its own specific named terminal lock (e.g.
`ThreadGroupPtraceesLock`, `FdTableWriterQueueLock`, etc.) and
registered in `lock_ordering.rs`. This improves lock dependency
tracking.
