[roll] Roll fuchsia [ffx] Reland "Auto-start package server in component run" Reland the changes with fixes for the flake in blackout tests. The previous version hung in CI because `maybe_start_server` was trying to interact with `ffx` (list or start server) synchronously, which could hang in the CI environment. Now we check the device's package cache via FIDL to see if the package is already available before deciding to start a server. Also added unit tests for `extract_package_name`, `check_iterator`, and `is_package_on_device` to improve coverage.
