[roll] Roll fuchsia [resultdb] Map shac test format to flat scheme
Map "shac" format to the "flat" module scheme in determineScheme, and
remove the unused "single" runner format case since standalone script
tests without cases are already handled above.
Recently, multiple changes rolled and expanded shac static analysis
checks on main (e.g. rolling shac packages in commit b005f0c50ee,
relanding clang-tidy checks in commit 10454646d39, and adding
third-party README checks in commit a4037574a28). Consequently, CQ
builders such as core.x64-release execute Bazel shac test targets
(such as //scripts/shac/tests:cml_test and mirror_blocklists_test) on
host test shards.
These tests emit test cases with format: "shac" and suite_name:
":shac". In ResultDB, scheme "flat" defines only the test case level;
coarse_name and fine_name must be empty. When sub-invocations are
introduced (fxrev.dev/1842967), tests are uploaded under an explicit
-module-scheme. Unrecognized formats default to "flat", but
testCaseToResultSink previously populated fine_name with SuiteName
(":shac"), causing ResultSink to reject uploads with HTTP 400.
Route "flat" scheme test cases through testIdentifierFromFlat so that
fine_name is omitted, satisfying ResultDB schema validation.
