  "message": "[roll] Roll fuchsia [power][broker] Use assertive deps for unsatisfiable element\n\n* Previously, when an element was removed, we replaced all orphaned\n  dependencies on that element with an opportunistic dependency on a\n  synthetic internal \"unsatisfiable\" element. Since this element never\n  had any assertive dependencies, it would never be raised, so leases\n  with orphaned dependencies would remain unsatisfied.\n* Now that we are removing opportunistic dependencies, we need a\n  replacement for this.
