[roll] Roll fuchsia [wlan e2e] Fix legacy hostapd config mapping

This change fixes several mapping issues in AccessPointConfigMapper used
when running tests on legacy (non-OpenWrt) access points:
1. Divides `supported_rates` and `basic_rate` by 100 to convert from
kbps (UCI default) to 100 kbps units (hostapd expectation).
2. Maps `frag` to `fragm_threshold` and `rts` to `rts_threshold`.
3. `short_preamble` is fixed at: I9e1d5036db90a61a382c25c483e0bd54f56f4f4b
