[roll] Roll fuchsia [elf-search] Update test to explicitly construct VMEX

Updates the elf-search test cases to construct and use the VMEX resource
rather than relying on the ZX_HANDLE_INVALID fallback and the ambient
exec job policy. In standalone mode, this derives a VMEX resource from
the system resource. When running as a componen this connects to
fuchsia.kernel.VmexResource to fetch the VMEX resource.

In the bringup configuration, the elf-search test runs under the
console. This adds a console_eng AIB that includes a shard to route the
VmexResource capability to the console launcher in eng configurations
only.

To support bringup configurations that run tests under console-launcher
this splits the routing for VmexResource through console and
console-launcher to have an eng specific variant. This is selected in
assembly over the non-eng (user or userdebug) variants when the console
feature is enabled.

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
