[roll] Roll fuchsia [netstack3] Drop OtherHost IP traffic early

In Netstack3, incoming unicast frames not addressed to the receiving
interface's MAC address were being passed up to the core IP layer and
processed and potentially forwarded.

Fix this by dropping "OtherHost" packets early in the ethernet layer
where the MAC does not match the host.
