[roll] Roll fuchsia [auth] Remove gcert-auth opt-out

Permanently keep auto-detection of LOAS credentials type
for determining use of gcert for authentication with bazel+RBE.

One can effectively manually opt-out by setting .fx/auth-config:
loas_cert_type=restricted.
