[roll] Roll fuchsia [rbe] Declare a 'racing' rbe_mode
Races Rust and linking actions, which are typically
measurably faster locally.
Bazel supports racing ("dynamic" strategy), but is not
spelled out in this CL.

This repository contains Fuchsia's Global Integration manifest files.

First install Jiri.
Next run:

Third party projects should have their own subdirectory in ./third_party.
