[roll] Roll fuchsia [beads][planter] Add 3 machinery lessons

Machinery updates planter learned from migration reviews. Each lesson
in lessons/ explains the root cause and why it is a general rule:

- 2026-09-29-bazel-device-and-host-test-migration.md: C++ device tests
  and host tests migrate to Bazel (fx_test, host_*_test) via
  bazel_test_suite; Rust device tests stay in GN
- 2026-09-29-gn-build-argument-export-to-bazel-bidirectional.md: GN
  build-argument export to Bazel: bidirectional LINT.IfChange/ThenChange
  pairs into large shared build files must be scoped with named labels
- 2026-09-29-gn-dependent-build-verification-empty-ninja.md: Gn
  dependent build verification empty ninja outputs
- 2026-09-29-preexisting-unwired-rust-with-unit-tests-parity.md:
  Preexisting unwired rust with unit tests parity

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
