[roll] Roll fuchsia [brcmfmac] Reject TX frames on invalid interfaces

It's possible for TX frames to arrive even after an interface has been
dstroyed. For example if they were in flight as the interface
destruction started.

Reject those frames to avoid trying to access interface data that is not
present.
