[roll] Roll fuchsia Refactor WLAN Scan Test to modern async model

Refactor WlanScanTest.py to use the FuchsiaWlanBaseTest base class
and Honeydew's wlan_core direct SME driver affordance. Use async/await
for scanning and connecting, and leverage location region settings
to unconditionally configure the phys for 5G DFS channel scanning.
