[roll] Roll fuchsia [cm][inspect] Update to use inspect_runtime::publish

In support of [1].

Component Manager emits its own CapabilityRequested event after creating
a pair or channels over which to send a fuchsia.inspect.Tree. For this
reason it does not need to be routed InspectSink. Therefore
inspect/client.shard.cml has been removed from CM CML files.
