[roll] Roll fuchsia [starnix][virtualization] Reformat for new GN binary

In order to prepare for the roll of a new GN binary with
stricter 80 column width for comments, reformat our current
GN files under src/starnix and src/virtualization,

This only affects comments, and doesn't touch LINT checks
as verified by looking at the content of
