[goma] Update template to use toolchain config from k8s yaml.

Due to a upstream change, goma's exec-server no longer read
toolchain configmap files from the GCS. Instead, it will directly
read configmap information from k8s yaml files. This change makes
Fuchsia goma's clusters to follow this change.

Exempt-From-Owner-Approval: Non-production goma.

Currently the only configs here are for Tricium. All other configs live in the integration repo.
