[goma] Make cloud profiler to profile individual pods.

By default, the cloud profiler performs profiling on entire cloud
service. This change makes it profiles the individual pods.

Exempt-From-Owner-Approval: Non production cluster.

Currently the only configs here are for Tricium. All other configs live in the integration repo.
