[goma] Add pubsub project ID in exec-server config.

We saw multiple failures from Goma exec-server as it complains
pubsub project ID is not set. After investigate, it looks like
the GCE metadata server is flaky. Explicitly specify project ID
in config file should reduce the number of this failure.

Config

Currently the only configs here are for Tricium. All other configs live in the integration repo.
