[goma] Add memory profiler to file-server and frontend

This change makes rbe-dev cluster to switch to special images that
contains memory profiler in an attempt to locate a memory leak issue.
Special profiler log will be printed to stackdriver when file-server
and frontend pods are explicitly running GC.

Exempt-From-Owner-Approval: Non production cluster.
