[netstack] Start bridges when creating them 7bd62dbc82 changed the behavior of bridging such that you needed to run `net-cli if enable` before bridging would start. This commit matches the previous behavior. Tested: CQ Change-Id: I95ba26de7289e8191ff29d1bd57706614847ba01
