[System Monitor] move test sample generator This CL moves existing code and updates some comments. The test code to generate samples is now in its own files. Tests: in fuchsia/out/x64/host_x64/system_monitor_tests Change-Id: I5f034745255cca0220befefe95451b5fb4178778
