[wlantool] Add arguments for scan type Add wlantool arguments to scan and connect commands to specify whether the scan should be active or passive. WLAN-283 #comment WLAN-687 #comment Test: 1. Verify that wlantool scan and connect commands have active scanning argument. Verify via log that the correct scan requests get constructed. 2.
