[pci] Add support to parse extended capabilities

- Expand the test Quadro device to include its extended
  configuration space.
- Implement methods to parse and test extended capabilities.
- Rework capability parsing to use fewer templates to make code
  easier to follow and modify.
- Update some structures to use modern C++ approaches.
