[audio][cleo] Separate codecs in their own devhosts.

-Separates the TAS5805 and TAS5782 codecs into standalone drivers in
 their own devhosts.
-Uses the CODEC protocol for inter driver communication.
-Adds proxying for CODEC into devmgr (we don't have auto-proxying yet).
-Changes the Cleo and ref-board board drivers and MT8167 output audio
 driver to use the these codecs as component devices.

Test: Run tas5805-test and tas5782-test unit test and audio uapp
playback on Cleo.
