Revert "[shutdown] Shutdowm-shim becomes RebootWatcher"

This reverts commit 29d06623aa827e0db3a6c9e79441fe5dd02247b5.

Reason for revert: possible suspect for failures in go/bbid/8736427958045394561

Original change's description:
