[hid] Add boot kbd/mouse descriptors The USB spec is clear about what the report descriptor should look like for a keyboard or a mouse when it is put into boot mode. Include these descriptors. BUG: 34786 Change-Id: I7f0649bd3358265b659278f383f3d4624eb92747
