[benchmarking][input_latency] Promote 0 values warning to error Change the 0 input latency values computed warning from a log to a panic. This was always the intended behavior, however we wanted to first verify that the benchmarks were stable enough on CI so this wouldn't cause any extra flakiness. Test: peridot input latency benchmarks continue to pass Change-Id: I8122c65733485044c1603274a3d421e2f44e34b5
